Article 3. Borderlines of Baikal natural area, borderlines of water protection zone, and borderlines of fishery conservation zone of Lake Baikal
Federal Law No. 33-FZ On Specially Protected Natural Areas dated March 14, 1995 (as amended on August 3, 2018)
The amendments made by the Federal Law No. 321-FZ dated August 3, 2018, cover the expansion of the territory of the nature reserves:
The state nature reserves are created and the territory of the state nature reserves is expanded by the decisions of the Government of the Russian Federation made as advised by the federal executive body authorized by the Government of the Russian Federation.

Resolution of the RF Government No. 368-r On the Approval of Borderlines of Water Protection and Fishery Conservation Zones of Lake Baikal dated March 5, 2015

The amendments are made by Decree of the Government of the Russian Federation No. 507-r dated March 26, 2018, to the Appendix to the Decree as regards the specification of the geographic coordinates of the water protection and fishery conservation zones of Lake Baikal.

Article 6. Types of activity prohibited or restricted in Baikal natural area

The amendments are made by Federal Law No. 321-FZ dated August 3, 2018, as regards the prohibition in the territory of the national parks of any activity which may damage the natural habitats, species of wild fauna and flora, cultural and historic objects, and which contradict the goals and tasks of the national park, including:
“organization of mass, sports, and entertainment events, tourist camps, rest and fire places beyond the designated areas”.
Resolution of the RF Government No. 328 On Amendments being Made to the List of Types of Activity Prohibited in the Central Ecological Zone of Baikal Natural Territory dated March 26, 2018
The amendments are made to the list of types of activity prohibited in the central ecological zone of Baikal natural territory as regards the expansion of paragraph fifty three:
- “(except for the blasting operations in the water protection zone associated with the construction and reconstruction of the public railroad facilities in the period of such facilities construction and reconstruction)”.

Article 7. Lake Baikal water regime 
Prohibition on water level raising in Lake Baikal above the peak values and lowering of water level below the bottom values set by the Government of the Russian Federation

The maximum and minimum values of the Lake Baikal water level during the period of average water content are set at 457 and 456 meters, respectively, the minimum value of the Lake Baikal water level during the period of low water content (low water period) is set at 455.54 meters, and the maximum value of the Lake Baikal water level during the period of high water content is set at 457.85 meters (in the Pacific System of Heights).

Article 14. The maximum spillover and hazardous substances emissions as well as dumping of production and consumption waste dangerous for the unique ecosystem of Lake Baikal

The amendments are made by Federal Law No, 321-FZ dated August 3, 2018, as regards the prohibition of the discharge of sewage, including drainage, water to the waters within the borderlines of:
“fishery conservation zone of Lake Baikal, fishery conservation zones”.

Article 15. Federal executive authorities in field of Lake Baikal protection
Federal Law No. 52-FZ Concerning Fauna dated April 24, 1995 (as amended on August 3, 2018)
The amendments are made by Federal Law No. 342-FZ dated August 3, 2018, as regards the performance of the federal government oversight in the field of protection, rehabilitation, and use of fauna and its habitat:
“The federal government oversight in the field of protection, rehabilitation, and use of fauna and its habitat in the nature conservation areas of federal importance managed by the federal state-funded institutions is performed by the officials of the specified institutions being the state environment protection inspectors”.

Article 17. Governmental accounting of the objects adversely affecting the environment of Baikal natural territory 

Governmental accounting of the objects adversely affecting the environment of Baikal natural territory is performed for each ecological zone by the authorized federal executive authority in accordance with Federal Law No. 7-FZ On the Protection of the Environment dated January 10, 2002.

The amendments are made by Federal Law No. 252-FZ On Amendments being Made to the Federal Law On the Protection of Environment and articles 1 and 5 of the Federal Law On Amendments being Made to the Federal Law On the Protection of Environment and Certain Legislative Acts of the Russian Federation as regards the Establishment of Systems of Automatic Control over the Pollutant Emission and Discharge dated July 29, 2018:
- on the sites of I category classified in accordance with the environment protection legislation, the static sources of emission of hazardous pollutants resulting from the exploitation of technical devices, equipment or their cluster (plants), which types are determined by the Government of the Russian Federation, must be quipped with automatic instruments measuring and recording the emissions of hazardous pollutants and also technical devices registering and transferring the information on the emission of hazardous pollutants to the state register of facilities negatively affecting the environment in accordance with the environment protection legislation.
