In conformance with the Federal Law On Lake Baikal Protection, the Russian Federation Government decree as follows:

1. The attached Regulation for State Ecological Monitoring of the Unique Ecological System of Lake Baikal shall be approved.

2. Powers under this decree shall be implemented by concerned federal executive bodies within the number of employees of such executive bodies as established by the Russian Federation Government, as well as within the federal budgetary provisions for the indicated bodies for administration and management within the statutory functions.

1. This Regulations establishes the procedure for state ecological monitoring of the unique ecological system of lake Baikal (hereinafter referred to as "state monitoring").

2. The state monitoring is a part of the state ecological monitoring (state environmental monitoring).

3. The state monitoring is implemented by the Ministry of Natural Resources and Environment of the Russian Federation, Ministry of Agriculture of the Russian Federation, Federal Service for Hydrometeorology and Environmental Monitoring, Federal Service for Public Registration, Cadastre and Mapping, Federal Agency for Forestry, Federal Agency for Mineral Resources, Federal Agency for Water Resources and Federal Agency for Fishery, as well as by the executive bodies of the Republic of Buryatia, Zabaikalye Territory and Irkutsk Region within their jurisdiction in accordance with the procedures established by decree of the Russian Federation Government No. 681 dd. August 9, 2013 On the State Ecological Monitoring (State Environmental Monitoring) and the State Fund of the State Ecological Monitoring Data (State Environmental Monitoring Data).

4. The state monitoring shall be implemented within the Baikal natural site with consideration for the following:

a) Its ecological zoning established in Article 2 of the Federal Law on Lake Baikal Protection.

b) The special conditions for economic and other activities carried out on the Baikal natural site.
