Article 14. Maximum allowable discharges and emissions, waste disposal of production and consumption that are dangerous to the unique ecological system of Lake Baikal Maximum allowable discharges and emissions, waste disposal of production and consumption that are dangerous to the unique ecological system of Lake Baikal, shall be determined based on the results of scientific research in accordance with the legislation of the Russian Federation and are subject to mandatory annual review process in order to reduce it, given the environment condition of Baikal area (Part 1 of Article 14)
In order to implement clause № 847of the Federal target program "Protection of Lake Baikal and the socio-economic development of the Baikal natural territory for 2012-2020", approved by the Government of the Russian Federation as of August 21, 2012, the action titled “study the negative impact of emissions and discharge of harmful substances (pollutants) in the Baikal natural territory and the development of evidence-based recommendations to regulate them.” The result of this event should be a scientific substantiation of the maximum allowabe impacts on the unique ecosystem of Lake Baikal and the methods of their determination.
Peculiarities of protection and harvest (catch) of Baikal omul, ringed seal and other endemic species of aquatic animals, as well as the collection of endemic species of aquatic plants shall be set by the Government of the Russian Federation (Part 2 of Article 8)
In 2012, Decree No.1082 of the Government of the Russian Federation as of October 22, 2012 “On some issues of the Ministry of Agriculture of the Russian Federation and amendments to some acts of the Government of the Russian Federation” was amended by Decree No.67 of the Government of the Russian Federation on January 28, 2002 “On peculiarities of protection and harvest (catch) of endemic species of aquatic animals and collection of endemic species of aquatic plants Lake Baikal”
Article 21. Financing of activities for the protection of Lake Baikal
The activities for the protection of Lake Baikal are funded from the Federal budget and other sources under the legislation of the Russian Federation and the legislation the Russian Federation subjects.
In order to implement this provision in 2012, Decree No. 2167-p of the Government of the Russian Federation of November 23, 2012 “On the provision of subsidies from the federal budget of RF subjects on environmental protection measures envisaged by the Federal target program “Protection of Lake Baikal and the socio-economic development of the Baikal areas in the 2012 – 2020” it was determined that the subsidies from the federal budget of RF subjects on environmental protection measures envisaged by the Federal target program “Protection of Lake Baikal and the socio-economic development of the Baikal natural territory for 2012 - 2020,” approved by Decree 847 of the Government of the Russian Federation dated August 21, 2012, provided the costs for the Republic of Buryatia in 2012 in the amount of 302,722.1 thousand rubles, in 2013 - 201,122.1 thousand rubles, and in 2014 - 450,000 thousand rubles.
Article 22. Targeted programs for the protection of Lake Baikal
Federal targeted programs for the protection of Lake Baikal  shall be formed by the Government of the Russian Federation in accordance with the legislation of the Russian Federation.
Subjects of the Russian Federation shall carry out the development and implementation of inter-municipal targeted programs for the protection of Lake Baikal, and also participate in the development and implementation of federal target programs for the protection Lake Baikal.

In order to implement this provision in 2012, Decree No.847of the Government of the Russian Federation as of August 21, 2012 ‘On the federal targeted program’ for the protection of Lake Baikal and the socio-economic development of the Baikal natural territory for 2012 – 2020” was adopted.
In 2012, Decree 403 of the Ministry of Natural Resources of the Russian federation as of November 28, 2012 “On approval of the Regulations on the governance and implementation of federal targeted program “Protection of Lake Baikal and the socio-economic development of the Baikal natural territory for 2012 – 2020” approved by Decree 847 of the Government of the Russian Federation as of August 21, 2012, adopted the Regulations on the governance and implementation of the federal target program “Protection of Lake Baikal and the socio-economic development of the Baikal natural territory for 2012 – 2020”, approved by  Decree 847 Government of the Russian Federation dated August 21, 2012.  The said Regulations determine the procedure for the formation of organizational and financial plan for the implementation of the federal target program “Protection of Lake Baikal and the socio-economic development of the Baikal natural territory for 2012 - 2020,” approved by Decree 847 of the Government of the Russian Federation as of August 21, 2012 (Collection of Laws of the Russian Federation, 2012, № 36, Art. 4899) (hereinafter - the Program), adjustment mechanisms, Program activities and resource provision in the implementation of the Program, as well as procedures for ensuring publicity (openness) of information about the values of target indicators and performance indicators, the results of the monitoring of the implementation of the Program, activities and programs regarding the conditions of participation of the performers.
