This Federal Law shall establish the legal basis for the protection of Lake Baikal, which is not only a unique ecological system of the Russian Federation, but also a world natural heritage site.

 Chapter I. BASIC PROVISIONS

Article 1. Legal Regulation in the Field of Lake Baikal Protection

1. Legal regulation in the field of Lake Baikal protection shall be guided by this Federal Law, other Federal Laws, and other regulatory legal acts of the Russian Federation, as well as laws and other regulatory legal acts of constituent entities of the Russian Federation.

2. If an international treaty of the Russian Federation establishes rules different from those stipulated herein, the rules of the international treaty shall apply.

Article 2. Ecological Zoning of the Baikal Natural Territory

1. The Baikal natural territory includes Lake Baikal, a water conservation area adjacent to Lake Baikal, its catchment area within the territory of the Russian Federation, specially protected natural territories adjacent to Lake Baikal, and an area of up to 200 km width adjoining Lake Baikal from the west and northwest.

Uniform types of signs designating ecological zones of the Baikal natural territory and their borders were approved by Order of the Ministry of Natural Resources No. 46 dd. 05.03.2007.

2. The following ecological zones are marked out in the Baikal natural territory:

- The central ecological zone is the area that includes Lake Baikal and its islands, a water conservation area adjacent to Lake Baikal, and specially protected natural territories adjacent to Lake Baikal;

- The buffer ecological zone is the area outside the central ecological zone that includes the catchment area of Lake Baikal within the territory of the Russian Federation;

- The ecological zone of atmospheric influence is the territory outside the catchment area of Lake Baikal within the territory of the Russian Federation that covers up to 200 km to the west and northwest of the lake and where economic entities adversely affecting the unique ecological system of Lake Baikal are located.

3. Ecological zoning of the Baikal natural territory shall be performed in accordance with the procedure established by the Government of the Russian Federation.

Article 3. Borders of the Baikal Natural Territory

1. The Government of the Russian Federation, upon the recommendation of public authorities of the Republic of Buryatia, the Irkutsk Region, the Chita Region, and the Ust-Ordynsky Buryat Autonomous Okrug, shall determine the borders for the Baikal natural territory and its ecological zones: the central ecological zone, the buffer ecological zone, and the ecological zone of atmospheric influence.

2. In accordance with the procedure established by the Government of the Russian Federation, the executive authorities of the Republic of Buryatia, the Irkutsk Region, the Chita Region, and the Ust-Ordynsky Buryat Autonomous Okrug shall inform the population of the Baikal natural territory about the borders of the Baikal natural territory including borders of the ecological zones, and about specific features of the regime to be applied in the ecological zones.
