    Chapter III. STANDARDS FOR NEGATIVE IMPACT LIMITS IN THE UNIQUE LAKE BAIKAL ECOSYSTEM

    Article 13. Procedure for Establishing Standards for Negative Impact Limits in the Unique Ecological System of Lake Baikal

    1. The standards for negative impact limits in the unique ecological system of Lake Baikal shall be established for the Baikal natural territory in the manner prescribed by the legislation of the Russian Federation in compliance herewith.

    2. The standards for negative impact limits in the unique ecological system of Lake Baikal and procedures required to define such standards shall be approved by relevant federal executive authorities and updated based on research information.

    3. The list of harmful substances including those classified as extremely hazardous, highly hazardous, hazardous, and moderately hazardous to the unique ecological system of Lake Baikal shall be approved by competent federal executive authorities.

    Article 14. Limit for Discharge and Emissions, and for Disposal of Production and Consumption Waste Hazardous to the Unique Ecological System of Lake Baikal

    1. The limit for discharge and emissions, and for disposal of production and consumption waste hazardous to the unique ecological system of Lake Baikal shall be set based on research information, pursuant to the legislation of the Russian Federation, and shall be reviewed annually to achieve its decrease with due consideration of environmental conditions within the Baikal territory.

    2. The amount of harmful substances classified as extremely and highly hazardous to the unique ecological system of Lake Baikal and contained in discharges from economic and other facilities of the central and buffer ecological zones shall not exceed such amount contained in water during its abstraction (extraction) from water bodies.

    The discharge and emission concentration of harmful substances of all categories of hazard as regards the unique ecological system of Lake Baikal shall not exceed the harmful substance concentration limits set for each ecological zone.
