Chapter IV. GOVERNMENT REGULATION 
IN THE FIELD OF LAKE BAIKAL PROTECTION

Article 15. Federal Executive Authorities in the Field of Lake Baikal Protection

The Government of the Russian Federation shall determine federal executive authorities in the field of Lake Baikal protection and their functions and powers, as well as a coordinating body to ensure concerted actions of executive authorities concerned.

Article 16. Integrated Schemes for Protection and Use of Natural Resources in the Baikal Natural Territory

Economic and other activities carried out in the Baikal natural territory shall be based on integrated schemes for protection and use of its natural resources to be developed and approved in the manner prescribed by the legislation of the Russian Federation and the legislations of the constituent entities of the Russian Federation.

Article 17. Ecological Certification of Economic Entities in the Baikal Natural Territory

Legal entities engaged in economic and other activities in the Baikal natural territory must obtain ecological certificates of economic entities.

The requirements as to the maintaining of certificates of economic entities in the Baikal natural territory shall be specified by federal and coordinating executive authorities working in the field of Lake Baikal protection.

Article 18. Liquidation or Conversion of Environmentally Hazardous Economic Entities

Environmentally hazardous economic entities located in the Baikal natural territory shall be liquidated or converted in the manner and at the times prescribed by the legislation of the Russian Federation.

Article 19. State Environmental Control in the Field of Lake Baikal Protection

The state environmental control in the field of Lake Baikal protection shall be exercised by a competent federal executive authority and by executive authorities of the Republic of Buryatia, the Zabaikalye Territory, and the Irkutsk Region supervising, respectively, the federal and regional environmental control, in the manner prescribed by the legislation of the Russian Federation and the legislations of the said constituent entities of the Russian Federation.

Article 20. State Environmental Monitoring of the Unique Ecological System of Lake Baikal 

(as amended by Federal Law No. 331-FZ dd. 21.11.2011)

1. The state environmental monitoring of the unique ecological system of Lake Baikal shall be a constituent part of the state environmental monitoring.

2. The state environmental monitoring of the unique ecological system of Lake Baikal shall be performed by federal executive authorities approved by the Government of the Russian Federation pursuant to the legislation of the Russian Federation.

Article 21. Funding for Activities in the Field of Lake Baikal Protection

1. Activities aimed at the protection of Lake Baikal shall be funded from the federal budget and other sources pursuant to the legislation of the Russian Federation and the legislations of the constituent entities of the Russian Federation.

Article 22. Target Programs in the Field of Lake Baikal Protection

The federal target programs in the field of Lake Baikal protection shall be formed by the Government of the Russian Federation in the manner prescribed by the legislation of the Russian Federation.

Constituent entities of the Russian Federation shall develop and implement inter-municipal target programs and participate in the development and execution of federal target programs in the field of Lake Baikal protection.

Article 23. Information on Lake Baikal Protection

Individuals and legal entities of the Russian Federation shall be provided with access to information pertaining to the protection of Lake Baikal in the manner prescribed by the legislation of the Russian Federation.

Article 24. Liability for Violation

Persons found guilty of violating this Federal Law shall be held liable under civil, administrative, criminal, or another legislation of the Russian Federation.

Article 25. International Cooperation of the Russian Federation in the Field of Lake Baikal Protection

The international cooperation of the Russian Federation in the field of Lake Baikal protection shall be governed by the Constitution, international treaties, federal laws, and other regulatory legal acts of the Russian Federation.

Article 26. Entry into Force

1. This Federal Law shall enter into force on the date of its official publishing.

2. Regulatory legal acts of the Russian Federation shall be brought into line with this Federal Law.
