III. Measures of the Program

Measures of the Program were formulated by the government customer, Program coordinator, on the basis of proposals duly submitted by federal executive authorities and constituent entities of the Russian Federation located within the Baikal natural territory.

Measures to be included into the Program were selected by the government customer, Program coordinator, proceeding from the goal set and from the need to solve the tasks of achieving the goal with account of the expected funding amount and implementation time-frames of the Program.

The measures of the Program are listed in Appendix 3.

The Program provides for subsidies to budgets of constituent entities of the Russian Federation aimed at co-funding capital construction projects in state ownership of the constituent entities of the Russian Federation and in municipal ownership, the budget investments to which are channeled from the budgets of the constituent entities of the Russian Federation and local budgets in the following lines of business:

- Construction (reconstruction) of waste management facilities (municipal solid waste landfills, waste sorting and transshipment stations);

- Construction of engineering structures and bank protection to safeguard human settlements and economic facilities against flood waters;

- Construction (overhaul) of sewage treatment plants.

The distribution of subsidies is specified in the Program according to categories of the mentioned facilities.

The distribution of subsidies among the constituent entities of the Russian Federation shall be approved by the Government of the Russian Federation.

Further distribution of subsidies according to facilities shall be accomplished under a deed by the government customer of the Program as agreed by the Ministry of Economic Development of the Russian Federation, the Ministry of Regional Development of the Russian Federation, and the government customer, Program coordinator, i.e. the Ministry of Natural Resources and Ecology of the Russian Federation.

In addition, the Program provides for subsidies to be granted to budgets of constituent entities of the Russian Federation for environmental measures aimed at cleaning up the cumulative environmental damage at economic facilities.

Certain capital facilities in state ownership of the Russian Federation being constructed in specially protected natural territories are joined into consolidated investment projects because they either represent similar capital facilities, such as fire-fighting facilities (for example, fire-chemical stations), or are coordinated within the framework of a consolidated investment project (recreational infrastructure development).

Consolidated investment projects shall be specified according to the specification procedure for consolidated investment projects implemented within the framework of the Program as per Appendix 4.

The status of Lake Baikal as a UNESCO world natural heritage site determines the interest of an unlimited range of persons and organizations in the implementation of the Program measures.

Implementation of certain Program measures will ensure favorable living conditions for population of the Baikal natural territory. Thus, the clean-up of the environmental damage caused by the Dzhidinsky Tungsten-Molybdenum Combine is aimed at improving the environment of the town of Zakamensk with the population of 13.1 thousand. Implementation of the Program measures related to disposal and recycling of accumulated waste resulting from operations of the “Baikal Pulp and Paper Mill” Open Joint-Stock Company will cover the territory of the town of Baikal (13.6 thousand population). Rehabilitation of disturbed land and protection of surface and ground waters within the framework of measures to clean up the adverse environmental impact caused by coal production at the Kholboldzhin Coal Pit will ensure the preservation of Lake Gusinoye, a drinking water source for the town of Gusinoozersk (23.5 thousand population).

A significant line of business within the framework of the Program deals with the development of a waste treatment system (construction of municipal solid waste landfills and waste transshipment stations, elimination of dumps, and rehabilitation of land). The central ecological zone of the Baikal natural territory, to the preservation of which the mentioned Program measures are aimed, contains 141 settlements including the towns of Severobaikalsk, Baikal, and Sludyanka having 122 thousand population directly interested in solution of the Program tasks.

Measures of reconstructing fish breeding facilities to achieve increase in juvenile omul and sturgeon shall be taken at the production facilities of the “East Siberian Scientific and Production Center for Fishery” Open Joint-Stock Company and the “Baikalrybvod” Federal State-Funded Institution.
