Forests

According to the Russian Forestry Code (04.12.2006, no. 200-FZ), Federation subjects have the authority to manage their forest resources and set up control agencies. Therefore, protection of forests, including from fires, is the responsibility of Federation subjects, except in Specially-Protected Natural Areas (14.03.1995 Federal law no. 33-FZ On Specially-Protected Natural Areas).

There are 52 forest ranger stations in the Baikal Natural Preserve. Protection of forests, including from fires, is the responsibility of Federation subjects, except in Specially-Protected Natural Areas (14.03.1995 Federal law no. 33-FZ On Specially-Protected Natural Areas).

Recommendations.

1. The special Federal program – the Protection of Lake Baikal and Socioeconomic Development of the Baikal Natural Preserve 2012-2020, approved on August 21, 2012 by order of Federal government – reserves funding for measure #15, “Purchase of equipment for type II/III fire-chemical stations” (for the 2014-2020 period).

2. Authorities in Irkutsk Oblast, Republic of Buryatia and Zabaikalsky Krai and local authorities need to work towards a system for promptly receiving, analyzing and acting on information about forest fires in the BNP (including information on early detection) received from monitoring satellites and published on www.eostation.irk.ru.

3. Local offices of the Federal Service for Supervision of Use of Natural Resources and the Federal Forestry Agency need to produce an effective program to persecute misdemeanors and illegal logging.
