In connection with the extremely low-water period that began in 2014 and continued in subsequent years, the Government of the Russian Federation adopted Resolutions No. 97 of February 04, 2015 “On the Limit Values of the Water Level in Lake Baikal during Economic and Other Activities in the Autumn-Winter Period 2014/15 "and dated July 1, 2016 No. 626" On the maximum and minimum values of the water level in Lake Baikal in 2016-2017 ", which determined the limiting values of the water level in Lake Baikal under conditions of different water levels:

- the maximum and minimum values of the water level in Lake Baikal during the period of average water content at marks, respectively, 457 and 456 meters (in the Pacific system of heights);

- the minimum value of the water level in Lake Baikal during the period of low water content (low water period) at 455.54 meters (in the Pacific system of heights);

- the maximum value of the water level in Lake Baikal during the period of high water content (high-water period) at 457.85 meters (in the Pacific system of heights).

In 2019, the water level of Lake Baikal changed depending on the useful inflow into the lake and the regulation of the operation modes of the Angarsk HPPs, which was carried out in accordance with the “Basic rules for the use of water resources of the reservoirs of the Angarsk HPP cascade”, the Decree of the Government of the Russian Federation dated 27.12.2017 No. 1667 “ On the maximum and minimum values ​​of the water level in Lake Baikal in 2018-2020 ”, by the decisions of the Interdepartmental Working Group on the regulation of the operation modes of the reservoirs of the Angara-Yenisei cascade and the Northern HPPs, the water level of Lake Baikal and instructions of the Federal Agency for Water Resources.

In 2019, in order to regulate the water level of Lake Baikal, in general, favorable conditions for a useful inflow were formed, in connection with which the filling of the lake was high and sufficient to ensure domestic water supply in the downstream of the Irkutsk hydroelectric power station in the winter period and to ensure winter loads in 2019 -2020
