– Protection of Lake Baikal and the Baikal natural territory against the adverse effect of anthropogenic, man-made, and natural factors


 

Program tasks

– Reduction of pollutants discharge into water bodies of the Baikal natural territory;

Reduction of waste pollution in the Baikal natural territory, including rehabilitation of lands exposed to high and extremely high pollution;

Enhanced efficiency of using the recreation potential of specially protected natural territories;

Conservation and restoration of biological resources in the Baikal natural territory;

Development of state environmental monitoring for the unique Lake Baikal ecosystem;

Development of a coastal protection system for Lake Baikal, rivers, and other water bodies in the Baikal natural territory

Major target indicators and parameters of the Program

– Reduction of polluted wastewater discharge into water bodies of the Baikal natural territory (percent);

Reduction of the total area of the Baikal natural territory exposed to high and extremely high pollution (percent);

Reduction of waste untreated and not disposed in landfills (percent);

Ratio of visits in specially protected natural territories to the recreation capacity (percent);

Ratio of the area of specially protected natural territories that has suffered from fires to the number of fires (hectares);

Share of flora and fauna species from the Red Book of the Russian Federation that are protected in specially protected natural territories, in the total amount of flora and fauna species registered in the Red Book of the Russian Federation (percent);

Changes in the valuable fish stock of Lake Baikal (percent);

Coverage of the Baikal natural territory by the state environmental monitoring that ensures highly accurate, real-time, and complete data due to the use of information from authorized state bodies (percent);


 

 

Length of constructed engineering protection structures as a percentage of the total coastal length requiring the construction of such facilities (percent)

Time-frames and implementation stages

– 2012-2020:

First stage – 2012-2015;

Second stage – 2016-2020

Program funding amount and sources

– The total 2012-2020 funding for the Program, at prices of respective years, shall be 58,133 million rubles including:

From the federal budget – 48,355.6 million rubles (83.2%), of which:

capital investment – 33,433.6 million rubles;

research engineering– 445 million rubles;

other needs – 14,477 million rubles;

From consolidated budgets of constituent entities of the Russian Federation – 8,374.9 million rubles (14.4%);

From non-budget sources – 1,402.5 million rubles (2.4%)

Expected final results of implementation and socio-economic efficiency indicators of the Program

– Substantial reduction of polluted wastewater flow into the Baikal water area – down to 68.6% by 2020 against 2010;

Rehabilitation of 80% of the Baikal natural territory exposed to high and extremely high pollution;

Solving the problem of uncontrollable waste accumulation – up to 80% waste shall be processed and disposed in properly equipped landfills by 2020;

Increasing the contribution of the system of specially protected natural territories to maintenance of the natural potential of the Baikal natural territory and optimization of the recreational impact on the natural systems;


 

 

Higher efficiency of fire protection measures in the Baikal natural territory;

Maintaining the share of flora and fauna species from the Red Book of the Russian Federation that are protected in specially protected natural territories of the Baikal natural territory, in the total amount of flora and fauna species registered in the Red Book of the Russian Federation at the level of 13.6%;

Increasing the valuable fish stock in Lake Baikal by 43.6%;

Territory and population protection against emergency situations;

Improvement of the state environmental monitoring that ensures highly accurate, real-time, and complete data
