IV. Justification of Provision of Resources for the Program

The total funding for the Program measures, at prices of respective years, shall amount to 58,133 million rubles including:

- (as amended by Decree of the RF Government No. 1295 dd. December 26, 2013)
from the federal budget – 48,355.6 million rubles;

- (as amended by Decree of the RF Government No. 1295 dd. December 26, 2013)
from budgets of constituent entities of the Russian Federation – 8,374.9 million rubles;

- from non-budget sources – 1,402.5 million rubles
 
The current expenditure commitments of the Russian Federation as refers facilities and measures suggested for the Program may include expenditures from the federal budget for a range of top-priority environmental measures launched in 2011 and for solution of a number of environmental problems associated with cumulative environmental damage resulting from economic activities in the past.

Budget allocations shall be provided in the amount of 1,003 million rubles for funding the top-priority measures in the Baikal natural territory, of which 227.24 million rubles – for the development of specially protected natural territories (Baikalo-Lensky, Baikal, and Barguzin Nature Reserves, Zabaikalsky and Pribaikalsky National Parks), and 775.76 million rubles – for environmental measures to clean up the cumulative environmental damage and develop state environmental monitoring of the unique Lake Baikal ecosystem.

The funding for the Program from budgets of constituent entities of the Russian Federation shall be determined on the basis of an average level of co-funding of an expenditure commitment undertaken by a constituent entity of the Russian Federation (56% maximum) and the level of estimated fiscal capacity of the constituent entity of the Russian Federation determined according to a procedure for allocating subsidies to equalize fiscal capacity of the constituent entities of the Russian Federation approved by the Decree of the Government of the Russian Federation No. 670 dd. November 22, 2004.

Rules for granting and allocating subsidies from the federal budget to budgets of constituent entities of the Russian Federation to co-fund the Program measures are stipulated in Appendix 5.

The funding amounts and sources are specified in Appendix 6 according to the areas of implementation of the Program.

The funding for the Program from the federal budget is specified in Appendix 7 according to government customers.
