To ensure rational use of funds from the federal budget and non-budget sources and the public nature of information, the government customer, Program coordinator, shall perform the following functions during the implementation of the Program:
- Develop the procedure for forming a detailed organizational and financial plan to implement the Program and coordinate annual plans of the Program measures worked out by government customers;

Coordinate the activities of government customers;
- Submit a duly formed quarterly report on the progress of the Program, achieved results, and efficiency of using the funds to the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation;
- Submit proposals on Program updating, term extension, or termination (as the need may be) to the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation;
- Manage the Program directorate;
- Perform functions of the government customer within the scope of respective powers and responsibilities;
- Be responsible for arrangement and implementation of the Program measures within their competencies, as well as for the achievement of results of such measures and terms of their implementation;
- Prepare and submit for approval of the government customer, Program coordinator, documents required to specify consolidated investment projects;
- Carry out quarterly (annual) accounting of the Program implementation.
- Provide organizational support to the Program implementation, including placing of state orders in the manner prescribed by the law of the Russian Federation;
- Produce annual integrated plans of the Program measures to be implemented;
- Collect and summarize reports from government customers on the Program progress, arising problems, and their solution.
