Minister of Natural Resources and Ecology of Russia Alexander Kozlov held a meeting on the implementation of the federal project "Preservation of Lake Baikal". It was attended by representatives of the Ministry of Construction of Russia, Rosrybolovstvo, the Government of the Republic of Buryatia.

"The federal project "Preservation of Lake Baikal" is being implemented by the Ministry of Natural Resources of Russia jointly with a number of executive authorities - the Ministry of Construction of Russia, Rosprirodnadzor, Rosrybolovstvo, Rosleskhoz, Rosnedra, Roshydromet. Within the framework of the project, not only the elimination of accumulated damage objects is carried out, but also the reconstruction of treatment facilities in the regions bordering the lake, monitoring of aquatic biological resources is carried out, millions of valuable fish fry are released into the lake annually. According to the results of the first half of 2022, the cash execution of the federal project is 2.3 billion rubles from the planned 8.1 billion rubles, which is less than 30%," said Alexander Kozlov.

One of the pressing issues is the lag behind the reconstruction plan of the Selenginsky Fish Hatchery. The head of Rosrybolovstvo Ilya Shestakov said that according to the results of the glavgosexpertiza, the cost of reconstruction significantly exceeded the funds initially budgeted for the event.

"We consider it wrong to go out with the prospect of unfinished construction. Therefore, we would ask you to transfer these funds to other events. The Bolsherechensky Fish Hatchery is being built in the region today, it is more promising from the point of view of reproduction. Construction work on the facility is already underway. Therefore, we ask you to provide funding for the next year so that we can finish it in 2023," he said.

Another topic of the meeting is the reconstruction of right-bank sewage treatment plants in Ulan-Ude. The head of the Republic of Buryatia, Alexey Tsydenov, said that a contract for the work has already been concluded, subcontractors have also been identified, and work is physically underway at the facility. However, in order to start procedures for the purchase of special equipment, it is necessary to ensure the transfer of funds within the project to pay an advance to the contractor. The head of the Ministry of Natural Resources of Russia noted that the transfer of funding should be coordinated with the Ministry of Construction of Russia, since it is the responsible authority for these works.

"Of course, it is important to resolve all issues now so that next year the equipment will arrive in the summer. The climatic conditions of Buryatia in September no longer allow many works to be carried out. It is important not to lose the season, because by the end of 2024 all the facilities should be completed. The commissioning of the right-bank treatment plants of Ulan-Ude will significantly reduce the impact of contaminated wastewater on Lake Baikal," Alexander Kozlov stressed.
