Dmitry Kobylkin gave the directive to conduct an expert selection of the best practicable waste management technology for Baikal Pulp and Paper Mill (BTsBK) by July 1, 2020

Following a series of business meetings and discussions, Dmitry Kobylkin, Minister of Natural Resources and Environment of the Russian Federation, pointed to the need to promptly launch the waste management operations at the facilities of OAO (OJSC) Baikal Pulp and Paper Mill. The detailed action plan had been previously examined and elaborated with all the parties involved in the process.

The Government of the Irkutsk Region and OOO (LLC) GazEnergoStroy – Environmental Technologies, the sole contractor appointed by the Government of the Russian federation, were strongly encouraged to cooperate with the Siberian Branch of the Russian Academy of Sciences in conducting the analysis and selection of waste reclamation technologies for OAO (OJSC) Baikal Pulp and Paper Mill as part of the development of project design documents. As the Head of the Ministry of Natural Resources and Environment of the Russian Federation pointed out in his address, the selection of the best practicable technology was to be a compulsory condition for the conclusion of the agreement between the region and the sole contractor.

According to preliminary information provided by Igor Kobzev, Acting Governor of the of the Irkutsk Region, the region is ready to conclude an agreement with the Siberian Branch of the Russian Academy of Sciences on conducting the technical examination of engineering solutions and complete the selection of the technology by July 2020.

The waste reclamation of OAO (OJSC) Baikal Pulp and Paper Mill is the most complex though socially important measure featured in the federal project “Preservation of Lake Baikal” within the national project “Ecology”.
