II. Goal and Major Tasks of the Program, Time-Frames and Implementation Stages, Target Indicators and Parameters

The goal of the Program is to protect Lake Baikal and the Baikal natural territory against the adverse effect of anthropogenic, man-made, and natural factors.

The following tasks should be solved to achieve the target goal:

- Reduction of pollutants discharge into water bodies of the Baikal natural territory;

- Reduction of waste pollution in the Baikal natural territory, including rehabilitation of lands exposed to high and extremely high pollution;

- Enhanced efficiency of using the recreation potential of specially protected natural territories;

- Conservation and restoration of biological resources in the Baikal natural territory;

- Development of state environmental monitoring of the Baikal natural territory;

- Development of a coastal protection system for Lake Baikal, rivers, and other water bodies in the Baikal natural territory.

- The Program is to be implemented in 2012-2020 in two stages.

At stage I (2012-2015), measures of first priority shall be executed. Approaches to the implementation of environmental measures shall be worked out as a result of stage I.

At stage II (2016-2020), the priority projects launched during the previous stage shall be completed, and the coverage of the Baikal natural territory with environmental measures shall be extended, thereby ensuring the achievement of the Program target parameters.

The Program target indicators are listed in Appendix 1.

The procedure for initial data acquisition and for calculation of the Program target indicators and parameters is specified in Appendix 2.

The implementation of the Program may be early terminated by decision of the Government of the Russian Federation in the case of changes in priorities of federal issues and inefficient Program management.
